On-Chain vs Off-Chain Operations
Why both exist.

Off-chain systems can be changed, deleted, and access-controlled. On-chain systems are transparent and costly per write, and they do not forget. The proposal puts social activity off-chain and selected payments on-chain. That split is a design, not a running system.
